I am assuming it is for connecting the factory cold air intake tube, but I may be completely wrong. Having a gaping hole that big would somewhat limit the ram air effect as a vacuum would create suction and would be needed until under speed, when the ram effect would take over.

What is goofy is the air going in the grille area, curving to the right, then making a curve to the left to enter that hole. Maybe they did an aerodynamic study, but I have never seen air make multiple curves on its own without some kind of tubing or ducting.
