This is such a good point. You can't dyno a car with ram air. Ram air operates on air velocity and pressure. Thus, the faster you go, the greater the ram effect. In a sense, it is a simple form of supercharging sans the blower. As you so well noted, a wind tunnel would be needed to measure the air pressure via transducers at the wiper cowl area.
In the thread I did on cowl induction, the Miata group that did the cowl induction install used acceleration and passing tests as the real evaluation of using air from this high pressure zone. They found 0-60 times dropped .5 seconds, which is really quite substantial.
