He's looking for a digital camera, not a camcorder. The XTi mentioned is a digital SLR camera.

Yup. Full 1080p HD is comparable to 1 megapixel, at best. The Canon XT captures images at 8 MP (8X that of full HD) and the XTi captures images at 10.1 MP (10X that of full HD).

Even so, HD camcorders ain't exactly cheap. Well there are some cheap 720p HD camcorders you can get for about $100 (i.e. Aiptek), but the quality ain't great. You get what you pay for.

I agree, too. The XT is a great camera if you're looking for a combination of cheap price and high quality images. That is, if you don't mind the bulkiness of a SLR camera. Since I use a Nikon, I have to say you should also consider the Nikon D40.

Some local chain camera stores will also price-match online stores like Amazon and B&H. Ritz Camera has done so for me many times.
All of the above are very reputable retailers. Amazon won't have the kind of knowledgeable support that B&H or Ritz will have, but sometimes they have the cheapest price. Most of my purchases have come from B&H or Amazon.
