You are absolutely right Mike. The front bumper inlet near the foglight is dirty on two accounts:

First, the air aerodynamically is more turbulent and the air is uncontrolled. Note racecars running in a tow or slipstream rather than running alone.

Second, the air is physically dirtier as an intake there will ingest more road dust and contaminants.

The air at the base of the cowl is cleaner for the same reasons:

First, because the air is moved over the front and the hood, the air is in a state of laminar flow, meaning the air is controlled and attached to a surface. Once that air hits the cowl, which is a high pressure zone, the air can be redirected into an intake.

Second, because the cowl is physically away from the street, it is less likely to ingest dust, dirt and contaminants. Take note of the fact that auto manufacturers place the intake for their ventilation in this area. They never place ducts at the front of the car because dirty air could come into the cabin.

I just wish we could assemble a team of people like yourself and work together for a few days to get this hammered out. As I have said many times, once the airbox is constructed for a cone filter, the rest is relatively simple.
