This is a tough one to answer w/o having aero numbers and pressure readouts at the bumper inlet and cowl. Most race cars that are front engined draw air in from the cowl area. Chevrolet found the pressure higher in the cowl area than in the intake area.

We do know both areas are great to draw air into. For me, the simplicity of the connection to the cowl would be a plus over routing down. Also, the tubing would be straight and shorter.
