You should be getting better MPG then that. I get 23-24 MPG with about 90% of that being city driving. And I just went on a road trip, and got a little over 28 MPG. I vtec all the time, and and shift at about 4500-5000 RPM when not hitting vtec. When driving around town, I try to always keep it above 2000RPM's but am usually cruising at around 3000RPM's.
