Space isn't really an issue. I think the site starts to look like clutter if everyone starts having signatures 3 miles long. 7thgen is a perfect example of a site that looks like crap because of all the signatures. Some people have 4 or 5 quotes, 3 pictures, a pile of text etc. So where do you draw the line? I don't feel like moderating people for how big or small their signature is. Another bonus is that the pages will load faster for people on dialup OR broadband without the use of signatures for everyone.
Right now it's a privilege of VIP members/Mods.

on clubrsx they have rules but like you said about running around gettin ppl with sigs that are to big is hectic...but ya the size rule that they have is "Signature pictures cannot exceed a total size of 350 (width) x 125 (height) and must be no greater than 75kb."
oh if you need a sig police hehe
