Maybe marketing?
My MAgellan 700 GPS has a hard drive built in it but I can upgrade it by hooking it up to my computer's USB port and downloading the latest maps, bug fixes, firmware etc. from a DVD.
Honda should do the same. having all the maps loaded on a harddrive makes accessing them much quicker and uploading updates from a DVD would be a breeze. You wouldn't have to remember to bring the DVD with you before you take a trip.
Is the Honda DVD encoded so that it will only work with your specific Navi? This would be a good security feature which would justify the use of the disc. Other than that I can't think of a good reason not to use a hard drive.
