Well they both sound like good ideas ... but if you want to cut the fog light hole then i have your answer .. to protect it from rocks i would go with the mesh covering the hole and to protect the filter from water you could get the injen filter hydro shield ...

But if the filter is submerged under water i dont think anything can protect against that ...
