Overall, I don't think the pulley's will damage the engine, however they do underdrive all the accessories and if you are in a lot of stop and go traffic your alternator may not be sufficiently charge the battery, the powerstearing and waterpump systems are not working at full efficiency and if you are complaining about the air conditioning not performing at par now wait until you install a set of underdrive pulley's.
Sure theoretically they will give you a couple of more HP but in my opinion they are just not worth it. But for some people that need to spend their money trying to squeeze out a couple of extra ponies it will be worth it for them. I remember in the early days that some people were dumb enough to remove their airconditioning compressors just to get more horsepower. I even now know people that rather drive without A/C and their windows open in 99 degree heat and humidity just so they have a few more HP on hand.
