ICBC = Insurance Corporation of British Columbia... run by the Province of BC. They have had record profits every year since they opened up shop. I'd say 99% of BC motorists use ICBC for their auto insurance. Guess what happens when ICBC rules 50/50 liability? Yup, they stuff their pockets with $$$ from BOTH parties involved in the claim
