Second thought: the slow decay in RPM after throttle-lift could be something Honda thought was necessary, either because of emissions or some sort of engine-performance thing (roughness? backfires?). But my money's on this being something Honda decided to do, because it makes it easier to shift quickly.

There is a problem. Honda recognized it and put out a TSB for the '06 models that fell in a vin range. It still appears in the '07 and '08 models as well. At least my 2008 suffers from this. Maybe it was worse in 2006, don't know. I'm only aware of my rev-hang experience in my car and it's annoying.
Explain how the rev-hang feature makes it easier to shift quickly
