I'm surprised to hear this throttle thing being called a "problem". It can't be anything more than the behavior that Honda decided to program into the injection computer. There isn't even any mechanical linkage to blame it on; the gas pedal's only connection to the car is via a potentiometer, which has no lag whatsoever.
Second thought: the slow decay in RPM after throttle-lift could be something Honda thought was necessary, either because of emissions or some sort of engine-performance thing (roughness? backfires?). But my money's on this being something Honda decided to do, because it makes it easier to shift quickly.
