a) every bulb and ballast is different and they make up spec sheets based on simple tests with simple machines or equations
b) some ballasts use 18,000Vs some use 25,000 volts, why would u thing a ballast and bulb at 18,000volts with a color temp of 4300k would have the same lightoutput as the 25,000 volt ballast/bulb with 4300 kelvin temp? The noble gases used are also VERY different! its like LEDs man, there are Nichia, Luxeon and cree, but they all do very different chemicals to get to their final result (fyi they are named after their inventories)
The light out put depends on many variables:
1) Voltage
2) Wattage
3) resistance
4) chemicals!!!! (most important, this includes noble gases)
5) glass properties
6) electrode properties
If you can show me, some testing sheet, that shows that an 8000 kelvin bulb from the same manufacturer as a 4300kelvin bulb has more lumens... please show me
until then man... its all talk, i can show u every website thats advertising department places that its not brighter! Go to any ebay ad, go to xenondepot.com
they use ratings given to them by the manufacturer (yes they doctor up pics and etc.) but most of the times the ratings are right on!
if they lie about that stuff, law suits can happen
