Can anyone provide a link to a news report, or other source besides a blog that describes these "new rules" for car manufacturer paint processes or quality?

Without actually knowing anything - I would guess that it's actually a new paint process that manufacturers are using that has benefits in other areas of the paint, but performs bad in the paint chipping arena.

If not that - then it's some cost-savings-related change.

I had a '98 Civic - and it had paint chips all over the front, but they weren't as noticeable because the car was silver. I took really good care of that car too.

The paint chips really stand out on the Fiji Blue.
