As long as you never signed for the lights, which you clearly didn't, you should NOT have the wait for a refund at all. The dispute is between the seller and the carrier. I would be raising holy hell.
I use American Express whenever possible for this reason. dell sent me a lemon computer a year ago and wanted to send 3 different guys to the house to fix that hunk of crap. After a couple run arounds, I called Amex and said "refuse the charge, i don't want this thing and they're getting it back." two days later, Dell sent a tech and that **** was fixed pronto.
