How to Prep a rusty chip for touch up?

The service advisor at the dealership gave me a free bottle of touch up paint because I nag him so much about every little part of the car. I was very polite to him throughout the whole experience, but I admit I have been more anal about my car than he expects from the average customer. So he gave me some touch up paint! Observe the following chip on my hood, which has begun to rust:

How would I go about prepping the chip before I apply the touch up paint? And anyone have any tips on what to do after touching it up? I have never used touch up paint before. The little bottle has a brush that looks like nail polish. Do I clear coat it afterwards? I don't have any clear coat. Should I polish and wax it right after it dries? How long until it dries? Thanks.
