I decided to take a look at that annoying seat belt beep. My dash is apart anyways. The sound is coming from the instrument panel, it's definitely part of this white thing. But I can't see a speaker anywhere. The circuit board is held on by the RPM guage on the other side.

I'm also going to test the car's RPM while it's still apart, because I twisted the little arm and I'm not sure if I did something to it.
