The Nighthawk Black Pear paint has blue metallic flakes, so that's normal. That's why it's called "pearl". Use some of this:
http://www.meguiars.com/?auto-paint-cleaners/ScratchX or some other similar product. If they're fairly deep, get someone (or learn) how to buff out those swirl marks...
Then claybar. When washing, try to use either a microfiber towel, or a wool mitt. Don't use a lot of soap -- I only use two capfuls of soap for a bucket of water. Don't try to scrub hard -- use the water to try to get those bits loose, then lightly wipe....
