You keep saying that, true. I remember you saying the same thing in another thread.

And I'll keep saying that from my personal experience with my own car, just the rear Si sway bar did not give me the handling quality that I wanted. The front and rear Si sways together did.

I understand your theoretical arguement. After you actually take delivery of your Civic in July, try it and see for yourself. If you like just the rear bar, great. You just saved yourself the ~$70 cost of the Si front sway bar. But you just might change your mind after actually driving with it in your own car.
