Increasing the damping means you're increasing the resistance, which means the rate is slower. This also means the speed the weight transfers is slower as well. If you lessen the damping, this means the springs would bounce more quickly. The quickest would be having no damping at all, as there is no resistance to the springs bouncing at all.
