Cops aim laser at the license plate which is correct, it would be better down lower. If you want better laser protection, then mount it lower. But if the cop uses laser to get your speed, its pretty much instant and you are screwed already.
Radar on the other hand is different. Radar guns have a cone or dish-shaped antenna that concentrates the radio signal, but the electromagnetic wave quickly spreads out over a wide area. Where laser is extremely directional. By the time radar hits you, it would have spread out, meaning the detector has a better chance at seeing the signal up high.
