*the area is wet and when the water evaptorates a thin layer of the touch up paint solidified and didn't adhere to the chasis.

Come to think of it you could be picking up some residual paint flakes from where you wet sand.

Hope this helps, in any case if the touch up paint comes off just clean the area well and re-apply.
