Chris is absolutely correct. Those are the correct ground and positive.

The TSX ballasts are almost always sold without the ground/positive plugs. What I do for my customers is that I buy the small female plugs, which fit perfectly over each prong, and solder that to the pnp wire harness. To secure it even further, though, not needed, I also add hot glue the plugs in place. I assume clear silicone would be just as efficient; though, it takes longer to cure.

The only warning I got to tell you about the TSX ballasts, is the ignition wire, and the cap, which are very fragile and tend to go out before the actual ballast. Also, the TSX ballast are one of the most sensitive to water; thus, place them securly and away from water.
