The OP's point was that everything IS in fact closed, and he's still not getting the horn to sound when hitting lock twice. I simply offered the guess that perhaps one of those sensors is faulty and indicates
wrongly that something is still open, which might cause the mysterious lack of horn feedback. Of course, if something is actually open, I'm assuming the OP would be able to figure that out pretty quickly on their own. And no, I do not believe my "faulty sensor" guess is correct, I am just guessing wildly.
BTW, any update?
