I think its best to mount the ballasts in the engine bay. I put a cloth below the headlight and went driving in the rain to find out that area gets wet. So put it back more towards the firewall.

I just had my ballast replaced under warranty. The weird thing was, I never drove it in the rain. The ballast should be arriving today.
